I've updated to iPadOS 13 and I'm able to use apps in slide over that overlay the main screen, but I can't seem to use the slide over functionality for the main screen apps. I don't see the small bar at the bottom of the main apps like I do in the overlay apps. I do swipe up like I've read, but I keep getting the dock. Any idea what I'm doing wrong? Thanks in advance for your help!

The drag-bar at bottom centre is only seen on the newest iPads. On older models, you won’t see the drag bar, but functionality is otherwise identical.
Slide-over and split screen only work with supported Apps - some Apps will not support this functionality. Slide-over and Spit-screen is also only usable with active Apps - you won’t see either of these multitasking features on your Home Screen(s).

So I ended up getting the iPad 2019, 10.2 in 128 gb Wifi + cellular. I still can't seem to get the drag bar at the bottom centre when viewing main apps. Is there a special gesture for this?

To the best of my knowledge, the bottom drag-bar is only visible on the newest iteration of iPad Pro models - that lack the physical home button.
This additional drag-bar is cosmetic only - it doesn’t provide any additional functionality to your iPad.
