Siri and voice recognition not working 13.1.3

I have an iPhone 7 plus that I upgraded to 13.1.2 and started dropping calls and all the voice stuff doesn't work. Then I upgraded to 13.1.3 and still the same issues. No Siri, voice memos or voice recognition during dictation. I've reset network settings several times. Hard rebooted. Pulled the sim, you name it. I try to top the microphone button when texting and nothing happens. Same with siri, it just opens and I start talking and nothing. Voice memo app won't even open.

I'm getting desperate to get this working again, might have to go back to Android if this keeps up!
