IPad "Backup" continuous restart

Ipad requested backup last night. Allowed. Now it is in the Apple icon screen constantly and flashes now and then... for several hours.

Hard Reset (two button hold) has no effect.


How do I get it back on for use? even if we have to reset it to factory.
