I started facing an issue with my both iPhone after updating to iOS 13.1.3, I’m using iPhone XS Max and iPhone 11 pro max, the issue is that I can’t update the App Store apps through WiFi, I can update through cellular data or by hotspot but not on WiFi! Any help?

That isn't really perfect, but it should be enough to download, but your upload speed *****. There could be a port issue on your router or it just needs to be restarted. Try pulling the plug on it for 10 seconds then plug it back in and restart your iPhone at the same time.
