Has anyone else been able to solve the import error -9912 in photos?

Has anyone else been able to solve the import error -9912 in photos? I have tried updating computer and phone, as well as toggling back and forth between "transfer to mac" settings. I cannot download the last (roughly) 6 months of photos on my phone and was hoping for a solution. Running photos 2.0 on a iMac and 13.1.3 on an iPhoneX. Would like to know if it is a phone problem before I continue to use it to take pictures. If it is a photos problem, then can anyone suggest an alternative? (Migrated from iPhoto a few years back)
