Reboot your Mac and try again, check that you’re current with Photoshop Elements (2020 looks to be current), try booting into and testing in Safe Mode to both rebuild caches and disable various add-ons, and failing all that please contact Adobe.

Alternatives can include Flying Meat Acorn.
