Carplay driving restrictions on music app

I've noticed after upgrading to iOS 13.1.2 that certain features in the carplay music app are deactivated when the car is in motion. Specifically, you cannot browse music by album, artist, or playlist. The items are still there (e.g., I can still see my playlists) but they are greyed-out I can't select them until the car comes to a stop. When the car is stopped, the music app behaves normally. Strangely, you can still browse and select music by genre and by song when the car is in motion. (iPhone 6s and 2017 Chevy Cruze.)

Has anyone else experienced this? Is this a bug or a feature? Is there a way to turn off the deactivation?

I know that there are some things carplay rightly deactivates when the car is in motion (e.g., keyboard access in some apps) but changing playlists is no more complicated than changing to a different radio station. It makes no sense that just those three items would be deactivated for music selection. The workaround is to grab my phone and select playlists on the device, which is obviously a bad solution when driving.

Same issue with iPhone XR and 2016 Cadillac XTS. Turning off Show Apple Music, and enabling cellular downloads for music helped, and when I get into the car first thing playlists, artists and albums are now available. But once I shift into Drive they get greyed out again. I assume this is a distracted driving thing but agree it makes no sense. From what I’ve googled nobody is really sure if this is an iOS or car manufacturer implementation. Would be nice to hear from Apple on this.
