iphone 6s says iphone disabled connect to itunes how do I do this

newer iPhone 6s says iPhone disabled connect to iTunes. Went to my PC which says iTunes but it would not recognize my iPhone so I could not sycn iTunes to my iPhone and cant figure out how to add my iPhone as a device in iTunes.
