eye dropper no longer working in any apps, why?

since upgrading to os Catalina the colors eyedropper no longer works in any of the apps I have tried to use it in so far. for example it no longer works in excel, and archicad 22.this was my favorite feature in pretty much any app that lets you chose a custom color. archicad 22 is a also 64 bit program. I am not sure if Microsoft Office excel is 64 bit or not. why did it stop working? how do I get it to work again? it used to work in both.
