Voice Control not activating/downloading

I have followed the directions to activate Voice Control by selecting the Enable Voice Control in Accessibility but after a little bit it unchecked itself without the anticipated download. I’m running a mid 2012 MacBook Pro with Catalina

Welcome to Apple Support Communities! I understand your Voice Control disables itself on your MacBook Pro. I'm happy to assist you with this.


Let's enable Voice Control again. Once you've enabled this setting, watch the "Enable Voice Control" checkbox for 15 seconds, to see if the checkmark goes away:

Next, create a new user account. This will help isolate the cause of this issue:

How to test an issue in another user account on your Mac

In the new user account, enable Voice Control and watch again to see if the checkmark goes away.


If the issue persists in the new user account, contact Apple Support:

Thank you for your response. You are absolutely correct that when I signed in another use ID (my admin I’d) it worked fine. However, when I signed in with my normal user ID it went back to unchecking itself.


Please tell me there is some setting I can change or file to delete rather than having to somehow reinstall everything.
