Cannot download media just purchased due to Apple ID issue

For the past couple weeks, I have had problems where I purchase media (songs or TV shows), but can then not download it, getting this error:


The error has shown with TV shows purchased mere seconds before on the same laptop, or with songs purchased on one authorized laptop and shows when I try to download on the one where I keep my library.  I can download the same media on that other laptop and on my iPad, only the MacBook Air is being a problem.


OS is latest Mojave -- have not upgraded to Catalina.

Have deauthed and reauthed the laptop; no change.

My iTunes library is stored on an external drive, but it is connected.


Does not apply to all media.  About 3/4 of the purchases download fine, even done minutes apart.

Issue has been occurring roughly since October 1.

The computer is associated to an id : View and remove your associated devices in iTunes - Apple Support


You can either wait until the 90 days have completed or contact Support and see if they can/will end the association early : http://www.apple.com/support/itunes/ww (click on your country's flag, the country where you live, and which is therefore the country on the account ; click on Contact Support towards the top right ; click on Get Help under 'Talk To Us’)
