Since upgrading to iOS 13 - and subsequent minor updates to 13.1.3 the Mail app does not play sound or vibration notifications that are configured.
Unable to find a solution so far - is Apple aware of this bug?

Top right "Edit"
Untick EVERYTHING so "All Mailboxes" is the only one selected (should be gray with white tick).
Top right "Done""
This does work. After I verified I get all my notifications I added back my other mailboxes. Keep "All Mailboxes" Checked!
I have had this issue for quite some time now. You have to have All Mailboxes checked and then you can also have what ever other mail boxes checked. It really shouldn't have to be this buried and hard to find. They need to make sure it is far more intuitive.

I found a potential solution on Reddit - I deleted the Mail app and downloaded it again from the App Store, had to setup my email accounts again, but so far (knock on wood) my sound notifications are working.
I have the same problem and I have been talking to apple advisor and support for a few months since July without any solution at all! I use XR and it occurred since i updated to 13.1.1 until now. I thought that this issue is a bug of XR so I bought i11 and now when I updated to the lastest 13.2.2 this issue came back again but it worked fine on 12.4.3 (the version from the store).
They keep updating their ios without fixing this issue! I have restalled my outlook account, installed profile management. Restored to factory settings more than 6-7 times. They have remotely checked my settings and asked me to send my screenshots and recordings, data analytics and etc as if some of them would help but nothing works!
They made me feel stu*id for reporting this issue and mentioned that they haven’t had any case like mine. How come?!?! When there are complaints everywhere. I wonder why cant they let us downgrade to the previous versions before 13 because their current version is really bad. Bought two new phone but feeling like buying two broken phones! :(
I tried all of the above suggestions and did not resolve the issue. I finally turned off my apple watch and the sound notification started working. Recent updates to the watch must have botched my notification settings.
My bf was having the same issue for weeks- no sound, no vibration when new emails came through. Finally found a solution...
Settings-> Notifications->Mail->(choose the email you’re having issues with)Sounds->Choose Default- then change to a classic ringtone.
(Vibrations were already on and started immediately)
Hope this helps someone out there.
I've got 2 exchange inboxes.
For no particular reason I'd selected some as favourites.
Since then I've never had mail notifications.
I just fixed it by removing all favourites.

Apparently the last update turned this off.
I am having the exact same issue. Sounds and vibrations work fine for everything else (text, weather, phone calls) just not with the Mail app set up with Office 365 business address.

Uninstalled and reinstalled the Mail app. So far so good. Fingers crossed.
