I have the same problem and I have been talking to apple advisor and support for a few months since July without any solution at all! I use XR and it occurred since i updated to 13.1.1 until now. I thought that this issue is a bug of XR so I bought i11 and now when I updated to the lastest 13.2.2 this issue came back again but it worked fine on 12.4.3 (the version from the store).
They keep updating their ios without fixing this issue! I have restalled my outlook account, installed profile management. Restored to factory settings more than 6-7 times. They have remotely checked my settings and asked me to send my screenshots and recordings, data analytics and etc as if some of them would help but nothing works!
They made me feel stu*id for reporting this issue and mentioned that they haven’t had any case like mine. How come?!?! When there are complaints everywhere. I wonder why cant they let us downgrade to the previous versions before 13 because their current version is really bad. Bought two new phone but feeling like buying two broken phones! :(
