Deauthorize a MacBook Pro - not giving the option to reauthorize a single device

I am trying to deauthorize one of my two MacBook Pro's from my user account because I sent the unit to a relative. When I log on through the website I can only see the two devices and I can't remove the second. When I log in using iTunes I can see that I have two devices authorized but the only option is a button that says deauthorize all. I don't want to do that. The web points to several articles and instructions that say I should be able to just deauthorize on device. Am I stuck deauthorized both and then having to ReAuthorize the one I want assoicated with my account??

PS: Deauthorize all gives me a message that says "Cannot Deauthorize". Specifically "You may only deauthorize all computers once per year. You must wait until January 11, 2020 before you may deauthorize all your computers again. If you are having problems deauthorizing computers, please contact Apple Customer Support by visiting hhttps://www.apple.com/support/itunes/store"


The site clearly says before selling a computer deauthorize it. I'm giving one of the computers to a family member. Why on EARTH would I have to wait until 2020 to deauthorize it? I've not deauthorized any computer this year. I authorized the second computer in November 2018 and the first one in 2012 when it was purchased.
