I unblocked a number, but still they won’t receive my msgs via iMessage or txt message. I swear I’ve unblocked it from everywhere. Anywhere I could think on the settings, on the contacts. I’ve restarted my phone, ive even deleted all settings and content on my phone and still nothing.. I can receive their msgs and they can call me just fine. But I can’t do the same back.

Blocking someone doesn't prevent you from sending messages to the blocked person. It prevents you from receiving a message from them.

As I said above, you can still message someone you've blocked.
Call them from a different number and ask them if they have you blocked.
This only happened after I unblocked them, & only with this specific person. I can text everybody else just fine
They have you blocked.
When you block someone, they can’t contact you.
If someone blocks you, you can’t contact them.
