New iCloud Terms and Conditions won't load

Just upgraded my MacBook to Catalina (10.15). Prompted to accept new iCloud terms and conditions. Click on link, and nothing happens. It will not load. (Actually, it loaded once and I accepted the terms, but then it disappeared, and the same message telling me I have to accept the terms and conditions still persists as though I had not accepted it, and it has never loaded again). Tried turning off screen time. Someone posted elsewhere that he thought it had to do with multiple iCloud accounts -- that is not the case for me.

Some people have solved this by going to System Preferences/Internet Accounts, selecting an iCloud account there, and signing in. You need to repeat this for each iCloud account.
