I was already having some trouble with the mail feature, (mail from lists not displaying) and I did the upgrade to catalina 10.15 and still had the problem, did a "rebuild" of the mailbox and it helped some but I cannot flag messages any longer. the flag icon is there but it will not flag the email.

good thought I actually called apple and as many times as I'd rebooted, I had not closed the mail feature and re opened, after the upgrade. and that worked! the person I spoke with said that would work with other applications or at least as first try.

Try creating a new user and add the mailbox to that account.
does it work properly then?
