Good afternoon scrapdog62,

Welcome to the Apple Support Communities!

I understand you are not receiving notifications for email that your receive since updating to iOS 13.1.3. Is this happening for a particular email account, or are you not receiving any email notifications? Are you receiving notifications for other apps like Messages?

iOS 13.2 was released October 28, 2019. I would suggest backing up your iPhone, updating it to iOS 13.2, then restarting the iPhone to refresh it.

How to back up your iPhone, iPad, and iPod touch

Update your iPhone, iPad, or iPod touch

Update your carrier settings on your iPhone or iPad

Then, if the issue persists, review these settings on your iPhone:

Notifications:

  1. Open the Settings app, and tap Notifications
  2. Scroll down and tap Mail
  3. Confirm Allow Notifications is enabled.
  4. Place a check mark under Lock Screen, Notification Center, and Banners
  5. Tap Sounds and confirm that there is a checkmark in front of an Alert Tone
  6. Tap the Alert Tone to confirm you can hear it, or choose a different Alert Tone if you wish
  7. If you wish to change the volume of the alert, tap Settings > Sounds & Haptics
  8. Quit the Settings app

Mail - Fetch Settings:

  1. Open the Settings app on your iPhone
  2. Tap Passwords and Accounts
  3. In the Fetch New Data section if you have it set to "Automatically" try changing the setting to Hourly to test.
  4. (When set to Automatically, your iPhone will fetch new data in the background only when it is connected to power and Wi-Fi. )

Make sure Do Not Disturb is off:

Settings > Do Not Disturb

In the middle of the screen, under Silence, is there a check mark after "While iPhone is Locked"

It states, "Incoming calls and notifications will be silenced while iPhone is locked"

Toggle the Do Not Disturb settings on and then off to refresh them.

Use notifications on your iPhone, iPad, and iPod touch

Please reply to this thread if the issue persists after updating your iPhone, and changing these settings to test.

Take care.
