Text Contact Name Spinning Wheel

After updating my iPhone SE from iOs 12.x to 13.1.2, I noticed a strange and annoying behaviour when composing text messages (I don't use iMessages):

  1. I start entering a contact's name in the To field.
  2. I select a contact from my contact list.
  3. The correct contact name appears in the To field, but a spinning wheel appears after it.
  4. After composing my text, the spinning wheel remains and clicking the send icon does nothing.

After some troubleshooting, I figured out that my iPhone was getting stuck resolving contacts that had multiple info fields (eg. phone # and email address). If I selected the contact's phone # in step 2 above, the spinning wheel does not appear and the text message sends correctly. However, this requires at least 2 extra taps: one to expand the contact from my contact list, and one to select their phone #. This was not required in iOs 12.x. My iPhone use to be able to resolve the contact's name to the contact's phone # when composing text messages. So I have 2 questions:

  1. Is this a bug in iOs 13?
  2. How do I get my iPhone to resolve the contact's name to the contact's phone # when composing text messages w/o the 2 extra taps everytime?

And of course I reset my iPhone, which I do on a daily basis.
