I understand that I should have formatting of emails with the new iPadOS. I have the most current update and do not have any formatting for email using the normal mail app. I’m wondering if that is only available on newer iPads.
I have restarted and done a hard reset with no luck.

Please verify that the Shortcuts Bar is enabled in Settings > General > Keyboard.
Thank you. That was it. I knew it was something simple but no where on apples information on the formatting did it say that.
