I need to respond to emergencies for my work.
I need a persistent sound (on the macbook pro and the iphone 11) that makes me aware that I've missed a 1. call and/or a 2. text.
Ideally, I want one that wont stop until I turn it off.
I also need the loudest longest text tone possible.
Any Ideas what my options are and how to set it up.

IOS does not offer any options for continues alert tones. What you’re looking for cannot be done on any iOS nor MacOS device, at least not using the default telephone and messaging tools built into the OS.
You may be able to find a third party messaging app or a VOIP calling app that offers such things (I don’t know of any though). I think there may be pager apps designed for on-call personal and first responders? But I do not know of any specifically that do what you want.
