This app is no longer shared with you... after iOS13 update.

Guess it's my turn to have this problem. So after updating to iOS13 my wife's iPhone 8 will no longer open apps from our family share. Old apps that used to work as well as new ones. I am the organizer of the family share. I can download her purchased apps via family share and run them fine on my iPhone XS and she can download from my purchases via family share but none of them will run. She just gets the infamous "This app is no longer shared with you..." warning. I checked the info for the apps tried and all are still open to family share. I have tried all the tricks posted over the last 4 years like the offload trick, signing in and out of the app store and iCloud on her phone, deleting and re-downloading apps, and turning off family share and setting it up from scratch... to no avail. Any new ideas? All phones are updated to the current iOS as of October 25, 2019. This has got to be a bug as things used to work fine until we updated to iOS13.

Update:

Installed iOS 13.2 on both of our phones. Now things are even worse. Before my wife could not launch any apps she downloaded via my "purchases" but if I downloaded her apps via her "purchases" I could still launch them. No longer. Now I also get the infamous "This app is no longer shared with you". Just for kicks and giggles I turned off family share and back on again and set it up the same. Still does not work. And what's with all the "expired" invitations staying on her phone right above family share? I click on them to try and delete them but there is no way to do it. There were two but one still remains after the update to 13.2.

The one difference I have noticed is that apps from Apple Arcade download and play just fine. I set up the free trial a few days ago and just now tried it on her phone.

So bottom line: apps through the general app store do not work via family share... it just wants you to buy it again instead. But apps from the Apple Arcade do work. Oh, and one more thing, I have the Apple Music family plan and that works just fine.

It's irritating that I have to put so much time into something that is supposed to just work...
