Family sharing not working

I have purchased the app Notability but am not able to share the app with a family member.


After downloading the shared app on to my wife’s iPad, when I open the app it says that the app is no longer shared and needs to be purchased again.


I have tried reinstalling the app, offloading the app, and signing the Apple account out of the iPad and back in again, but nothing has fixed the issue so far.
