Safari won't load sites

Sunday I reinstalled High Sierra on my 2011 iMac. Everything works fine until I load Safari. It will not complete any site... the Netflix window shows, then the window goes blank. I've used DiskUtility from another computer, tried to replace the Safari application, etc: nada. In the logs, there is mention of 20 mb limit, which could be it - but, how to repair?

Make a New Location, Using network locations in Mac OS X ...

System Preferences>Network, top of window>Locations>Edit Locations, little plus icon, give it a name.


System Preferences>Network, click on the little gear at the bottom next to the + & - icons, (unlock lock first if locked), choose Set Service Order.


The interface that connects to the Internet should be dragged to the top of the list.


If using Wifi, instead of joining your Network from the list, click the WiFi icon at the top, and click join other network. Fill in everything as needed.


System Preferences>Network>choose interface>Advanced>Proxies Tab, make sure none are set, like for HTTP & HTTPS.


System Preferences>Network, unlock the lock if need be, highlight the Interface you use to connect to Internet, click on the advanced button, click on the DNS tab, click on the little plus icon, then add these numbers...

OK,


Safe Boot from the HD, (holding Shift key down at startup), does the problem occur in Safe Mode?


Safe mode attempts to repair Disks & clears lots of caches, so if Safe Mode works try again in regular boot.

I'm not. The Netflix window appears, disappears, appears then turns white with "there's a problem" message.


Before reinstalling High Sierra, I had runaway uuid's...20mb per second were added onto my ssd until the disk full message became a fixture on my desktop. After every possible technique, w/ terminal; disk utility both from recovery and a MacBook pro; zapping pram; restarting: then I found inside my private>var>uuid>db>dsc folder was where it all happened, but even Apple engineers told me to back up and reinstall rather than discover with unix or whatever to address it. Perhaps somehow that issue still lingers - though the ssd seems stable. I think the issue began on Aug. 7, 2018 - possibly I updated to High Sierra then, I'm not certain. It just didn't become a problem until a month or so ago, with freezing windows...then I saw the disk full message. What!

No. It Should All Stay There:

It shouldn’t rid of anything if you are reinstalling it. Reinstalling the macOS fixes bugs and the like. So, attempt this Temporary Internet File cleanup, and see how it all goes.


Does everything work as expected?


If that is of no success, see if there are any non-responding downloads. If so, end them.
