Unable to re-arrange icons on home screens under iOS 13

Since updating to IOS 13 and its updates ( I am now on iOS 13.1.3), I am mostly unable to rearrange the app icons on the home screens. The icons will move, but they float on the screen somewhere, and not in the grid. I can even switch screens, and the icon just simply remains in place on the screen. The only way to get out of it is to end the rearrangement, and then the icon goes back to its original place.

I went to an Apple shop today, and was completely unable to even move the icons on their iPhone 11 models. Choosing "rearrange the icons" accomplishes nothing at all: no movement.
