iPhone app icons disappear when re-arraging icons on home screen

Anyone find a solution to app icons magically disappearing when re-arranging icons on home screen? I had pressed on the icon I wanted to move, the box opened up and I choose "Edit Home Screen" as normal, then when I start to move the icon with my finger, multiple icons start swirling around and different windows or tabs or something open up, and there is no way to cancel the move and go back to baseline, so then the icons disappear! Very frustrating! And I can't just reinstall the app because I don't remember which apps I had on that screen!
