After the Catalina upgrade Lightroom is having many issues. Will Apple fix these compatibility issues not only with Lightroom but with all the other Apps and programs I am having issues with as well? Or should I down grade back to Mojave. I should never had upgraded to Catalina...

Adobe had months and months to either issue updates or not. Apps need to conform to OS not the other way round.
If Lightroom is important and you dont want to spend big money upgrading then yes revert to Mojave .
You may need to revert to old versions of itunes music and Photos libraries amongst others.
