How to change language in Voice Control in iOS 13?

I'm trying Voice Control on my iPad 5th generation in iOS 13. It works well in English, but I wanted to change the language to Japanese. In the Voice Control settings there is a language setting, but touching it doesn't do anything.


Other people's iPads UIs are in Japanese to start with, but they also only see English Voice Control. They also cannot change the language to Japanese.


How do we change the Voice Control language?

Apple Support suggested I give feedback on this. They said this is "unexpected behavior." They are also giving feedback internally.


The problem is that even when the device language is set to Japanese, the language for Voice Control shows up as 英語(アメリカ合衆国)- English (United States). It doesn't change to Japanese.


I hope this bug can be fixed. I was trying to show it to some disabled people in my weekly volunteer class here in Japan, and they were excited about it, but were stuck with it just showing English as the setting.


We reproduced this on 2 iPhones and 3 iPads, all running 13.1.3.
