How do I give My Personal Hotspot a name?

Simply rename your iPhone-- Settings > General > About > Name {Assign any Name}

Restart the device. That's it.

Just as a note, keep in mind that changing the phone name does not only change the hotspot name but also the device name in iCloud and every other location where the device is used.
