Iphone 6s plus 13 iOS crushes the internet

The latest update to 13 iOS on the Iphone 6sPlus ( MKU92RU/A) crushed the internet connection ( both WiFi and mobile) except some native services like iMessenger. Push notifications receiving , but cannot send anything at all , same with the other few messengers like whatsup , viber , IMO. Safari doesn't work too. Appying to the local cell operator for the SIM-card replacement didn't help either. The light reset didn't work too. Playing with auto search of mobile operator didn't work either. No PC/MAC available for rolling back to a certain iOS version ( even if it was - I doubt these versions from 3-rd party sites are reliable enough) . Is there any other way to fix this without complete reset ?

Contact your Carrier / ISP.

There are two major Updates in an iPhone / iPad:

  1. iOS Update (Optional): Released by Apple Inc basically for improvements, security and bug fixes. Does not affect Data, Calls & SMSs if not updated

  1. Carrier Update (Required): Released by your Cellular Service provider (Carrier Update), affects your Outgoing / Incoming calls, SMS, Data etc..

How to Update Carrier Settings

You can manually check for and install a carrier settings update with these steps: Make sure your device is connected to a Wi-Fi or cellular network. Tap Settings > General > About. If an update is available, you'll see an option to update your carrier settings.

Thank you for reply, the solution you proposed was quite close, but the real reason was in the 3-rd party local VPN application. Once it was deleted - all internet connections started working fine. Look like this app "didin't like" the iOS 13 update( or vise versa) . So in order to make this solution complete - add this possible option too .
