Apple Books not working properly on new iPad Pro 11”

I having a several problems with Books on my new iPad Pro running iPadOS 13.1.3. Many books, even books I have downloaded from the book store only this morning, not restored from back up, have no covers, or even an indication of which book it is, and will not open. With some, I can’t even use the menu (3 dots) beside the book. It either won’t open at all, or is completely dead after it opens.

I set the new iPad up with a back up from my iPad Air 2, and expect some glitches with non-Apple apps, but why is Books showing this behaviour, and what can I do about it, short of a complete wipe?
