After doing my latest iOS update to version 13.1.3, when I try to forward email messages on my phone, it keeps cutting off the original message. I have my settings set to "Include Attachments With Replies," and this still happening. I really need original messages to be included when I forward them. Help?

My executive director is having this same issue, I have found a work around that has been working, but it is a few extra steps.
Using mail app on ios 13.1.3
Go to mail app, open message, then either from the bottom menu or the side swipe option select forward, that then opens up the draft message where if you scroll down you will not see the original message. Cancel the draft, go back to mailbox list, go back in to the message a second time, go back to forward either by bottom menu or side swipe, this opens up the draft message, where you will now see the original message below the forward.
I have tested this with text only, text with image, and text with image with an attachment

I have the same issue as this has been going on for several of my clients. I've submitted question to community as well but haven't received any response yet so did my own research. The only workaround that I came across is deleting email account and then adding it back. If this still does not work then Apple recommends to use the Outlook Web app as an alternative until this bug gets fixed.
Update: Further testing has found that you can open the message, close it, reopen message, then forward. This also appears to be the sequence for getting the original message to be included in a Reply

That sounds consistent with my experience and that of colleagues. It's happening intermittently, and for me with three accounts linked to the Mail app, it's only happening with one (which happens to be my work account). And likewise, Apple support hasn't come up with an answer for me yet either.
Unfortunately this would be way too cumbersome for users that are responding to hundreds of emails a day and the testing I've done has shown the same email replied to multiple times and the problem can persist through several iterations

Agreed. This is a major disruption in work for my users and Apple is not addressing it.
