OLD IPAD NEW SOFTWARE!

I have an iPad and I understand that I need to update the software urgently to prevent issues connecting to the internet from November 4th. However, when I go to my software update is comes up with the following message:

ios 9.3.5 your software is up to date.

Therefore doesn’t give me the option to update to iOS 10.3.4

what to do?!
