iPad Keyboard Missing Comma and Period, Again

Try resetting iPad's settings in Settings > General > Reset > Reset All Settings. Be certain you do not select Erase All Content and Settings as this will erase all of your information. It is a good idea to perform a backup of your iPad prior to resetting its settings.

I'm having the same problem too but in portrait mode only. Landscape seems to show the correct keys. In portrait, it shows the exclamation and question marks and tapping them returns a comma and/or period (unless I hit shift first which then returns the ! or ?), but the keys always show the exclamation and question marks. I thought maybe updating to the latest iPadOS (13.2.3) might help but no joy. Switching the layout to AZERTY or QWERTZ actually fixes it but I can't type on anything but QWERTY. I tried the Spanish QWERTY keyboards and that works, but I need the English (US) keyboard to work! This is pretty basic stuff and I'm shocked that Apple would overlook something like this. I really expect better.

And no offense to zmclearan but that's a really dumb suggestion. Unless you KNOW that it will work, please don't suggest flippant answers off the top of your head.
