Problem signing in on App Store!

I can't sign in on app store. It says the following message:

"This Apple ID has not yet been used with the App Store."

" Please review your account."

If I click on review, nothing happens.

How can I solve this problem?

MacBook, OS X 10.11

See if updating your payment information helps.
