Safari popup blocker stopping legitimate websites

Every time I log into my bank's website, I always have to fight with the popup blocker to get access to the page where I access the bill pay function (which opens in a popup window).

I whitelisted both the main domain of the banking site itself and of the actual popup, but in the past, I had to lower the default setting for ALL sites to 'allow' to even get the popup to load.

After updating to Catalina, Safari absolutely refuses to let me into the popup site or even acknowledge the popup site exists.

Fortunately, I have an alternate browser installed, and was able to complete what I needed to (it did block the popup there, but it took just a few clicks to be allowed in).

Am I just going to have to use the alternate browser from now on?

Are you running any anti - virus programs? Using a VPN?

Try setting up another admin user account in System Preferences/Users & Groups to see if the same problem continues. Please post back on whether or not this worked. Also try the Safe Mode. Please post back on whether or not this worked.

Safe Mode - About

If it works in the Safe Mode, try running this program when booted normally and then copy and paste the output in a reply. The program was created by Etresoft, a frequent contributor.  Please use copy and paste as screen shots can be hard to read. Click “Share Report” button in the toolbar, select “Copy to Clipboard” and then paste into a reply. This will show what is running on your computer. No personal information is shown. If the log won’t post, try posting it in Pastebin and provide a link in a reply. After pasting the report in a PasteBin page, go to the top of the page, and copy the address in the URL bar. Paste that in a new reply.        Pastebin

I'm using Avast antivirus (no scans configured - just using it for 'real time' protection), and no, I don't use a VPN.

I DO have a troubleshooting account that I haven't accessed in ages. I'll give it a try and see if the results differ. Between this and my TM issues, I'm beginning to consider a full wipe and reload to clear out built up 'lint' in the system.

Huh!

I tried it with my troubleshooting account, and not only did the 'block and notify' feature work on that account (and the page I needed was just a click away), I repeated this exercise on my normal account and it works just fine now.

Like I said, the OS on this box has been upgraded and carried over through hardware upgrades long enough that I may opt to just do a 'bare ground' wipe and reload as soon as I have a couple days of downtime.
