Memoji send as photos instead of stickers

In my iphone with ios 13 the memoji sends as photos instead of stickers. I have already restart my iphone from itunes but nothing is happen.

The problem still remain.

Can you help me please?

To use it as a sticker, tap and drag it to where you want it.

To use as a photo just tap it and press send
