Alert Messages incorrect in Open a developer-signed or notarized app section

This article says that if your app is notarized that a user will see the the non-warning alert (meaning no yellow warning icon) with the subtext "....Apple checked it for malicious software and none was detected".

We're only seeing the alert with the yellow warning icon that users would see prior to Catalina. We don't know whether there are issues with notarizing our app or whether the article is outdated? If our app is notarized, why the warning icon?
