How do I get it to recognize an update is available or force the update to 9.3.6?

The article also says it doesn't affect iPads with Wi-Fi only, i assume you have such an iPad instead.
This issue does not affect iPod touch or any iPad models that have Wi-Fi only. It also doesn't affect iOS devices newer than those listed above.
It's only necessary for cellular models with a SIM card slot.

That is wrong. Wi-Fi only iPads are not affected, because they do not feature a GPS module. And the GSM iPad 2 is also not affected, because they use a different GPS module, i assume.

If your iPad is WiFi only, the update is not required.

My iPad 2 and my wife’s iPad 3 WiFi models are all just working fine and dandy.
No issues.
