Contacts Not Syncing

If I'm understanding correctly, your iCloud contacts are syncing properly with your MacBook Pro, however they are not syncing with your iPhone. I will be glad to assist.

I would recommend checking the iCloud contacts settings on your iPhone.

1. Go to Settings > [your name] > iCloud. 
2. Turn on Contacts.
3. When you're asked if you want to Merge or Cancel, tap Merge.

I am having the same problem, I've followed all of the steps in every article listed and no change. I would like to have the contact list from my iPhone sync to all of my other devices yet it never works as advertised.

I'm beginning to suspect there is corruption in my AppleID...
