I registered Apple Card for my PayPal account. It was OK for the several weeks. But recently my payment via PayPal declined by issuer 2 times. Does Apple Card support PayPal?

I have noticed that after 11 pm the system does not work until the morning some time.
Thank you for you advice. I did chat with them but their reply was "Sometimes transaction go threw and sometimes they don't don't not sure why" BTW, my declined transaction went through last night. I don't know why, either.
