Safari 13 Browser Support
I'm currently running Safari 13.0.3 however I'm getting "Browser not supported" on websites like Youtube which they currently support the most recent version of Safari.

Utilized terminal to modify Custom User Agent;
defaults write com.apple.Safari CustomUserAgent "\"useragentstring\""
Permanently opens under Safari's current user agent:
Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/605.1.15 (KHTML, like Gecko) Version/13 Safari/605.1.15
(replace (\"useragentstring\") with the string above)

Are you running any anti - virus programs? Using a VPN?
Try setting up another admin user account in System Preferences/Users & Groups to see if the same problem continues. Please post back on whether or not this worked. Also try the Safe Mode. Please post back on whether or not this worked.
Isolating an issue by using another user account
If it works in the Safe Mode, try running this program when booted normally and then copy and paste the output in a reply. The program was created by Etresoft, a frequent contributor. Please use copy and paste as screen shots can be hard to read. Click “Share Report” button in the toolbar, select “Copy to Clipboard” and then paste into a reply. This will show what is running on your computer. No personal information is shown. If the log won’t post, try posting it in Pastebin and provide a link in a reply. After pasting the report in a PasteBin page, go to the top of the page, and copy the address in the URL bar. Paste that in a new reply. Pastebin
Etrecheck – System Information
I can manually change the User Agent but Safari always defaults to "Mozilla/4.0 (compatible; MSIE 5.23; Mac_PowerPC)" if a new tab or window is created. Changing "Other" does not make a permanent change on future items.
Not running any anti-virus programs. I have discovered it is the User Agent profile that is causing the issue. I however cannot find a means to remove this old user agent profile
Try going to Safari/Preferences/Advanced and enable the Develop menu (check box at the bottom). Then access the dropdown Develop menu to change the User Agent.
I have but it is not permanent and only affects current tab.
Did you try setting it to Default (Automatically Chosen)?
Same as before; only affects current tab and when Safari is closed and reopened it defaults back to old User Agent (Mozilla 4.0 (compatible; MSIE 5.2; Mac_PowerPC)).
If you go the Develop menu/User Agent and click Other at the bottom, what do you see?
