Why won't my iPhone let me delete photos

What can I do to delete photos/clear up storage? I’ve deleted every app I have on my phone as well as upgraded my iCloud storage. But my phone storage is still full. I cannot take pictures & save them to my camera roll, save screenshots, etc. but it will not let me delete photos either.
