Can I use my Apple TV 4K as a DVR, instead of the cable box?
The streaming on-demand functions require you to watch all the commercials because you can't fast forward through them. But when I DVR them (donwloaded locally) then I can FF past those commercials. The DVR monthly rentals are expensive, and the set top boxes are noisy energy hogs.

As-is it is not a DVR. Output is via HDMI cable to a TV receiver. To use it as a DVR means you need some other device to connect to the ATV that would record what you play. That would most likely have to be a DVR.
ATV, however, can be used to replace cable for much that you watch on TV. Much the same functionality as a Roku system.

My thought is that I'm already a cable subscriber and I can stream shows using the Spectrum app on the Apple TV. I already have the source to record from.
But what I'd like to do is to download the streamed program and save it so that I can watch it later, thereby allowing me to FF through the commercials.

Apple TV is a streaming device, with only apps being stored. There are apps that have DVR functionality, but they are cloud based. There will be no way to record content nor download it.
As mentioned Apple TV is a streaming device, not a recording device. In short, what you want to do is impossible.
Neither Spectrum nor Apple will allow you to record their proprietary content. Hulu may allow it because it's not their content so they don't care what you do with it.
