MacOS Go menu commands don't open new windows

The commands in the second section of the Go menu only works if a Finder window already exists. I am not sure when this started happening.


Example:


If I'm on the Desktop with no Finder windows open, neither selecting Utilities from the menu nor typing shift-comand-U does anything, except the menu bar gets greyed out until I click it (it still works though).


If Finder windows exist, then the most recently active window will change to the Utilities folder.


I'm using Sierra 10.12.6 on a Mac Pro 4,1 flashed to 5,1.

Okay, this is really stupid. I had a second monitor hooked up that was turned off. Windows were "opening" on the second monitor. The email program was doing the same thing. You'd think the OS would be smart enough not to do that.
