What files on Mac are not placed in iCloud

I am trying to keep some files only on my Mac and not have them placed in Cloud....that is personal files on Mac that I do not want to have available on iPad I use for work in the field. As iCloud seems to copy all files on desktop and documents, where should I put a folder that I do not want on iCloud? Downloads?

MacBook Pro 13", macOS 10.14

Anywhere but the Desktop, Documents and iCloud Drive folders.
