How do I save a frame from a video to photos?

In Photos while viewing a video, there is a "settings" wheel in the bottom right corner. When you click on it, you can choose to "save frame in photos". I cannot find where the frame is saved in photos. Does the botton work? How do I get a picture from a video?

The frame is saved in your Pictures folder. It will be saved as a tiff image file with a file name similar to this: Frame-04-11-2019-05-10-21.tiff
