Personal Hotspot

I am tethering Wifi iPhone to iPhone. However, the personal hotspot providing the data keeps going off whenever I stop using data on the device receiving the data.

How can the personal hotspot be kept on always?

The iPhone has only one WiFi radio. It also knows that tethering is a function that is used only when the hosting device is outside of WiFi range. The leading cause of WiFi tethering disconnection is that the hosting device has come into WiFi range. When this happens, the hosting device, assuming that all tethered devices are also in WiFi range, switches over from being a tethering host to being a WiFi network client.
