itransfer folder in icloud
I can't even remember when I used that app.
It's not visible on my iPhone/Mac/iPad.
But it IS visible on my PC's iCloud Drive.
And I'm not allowed to remove it.

You mean a folder that's stored on a hard drive running Windows? Sounds like a Windows permissions issue to me.
Permissions likely created by the app developer when they created the folder. On the Windows managed hard drive. Running Windows. A Microsoft product.
iCloud Drive on a Windows machine is a designated Windows folder. Depending on the version of iCloud for Windows, you may not be able to choose this folder.
Can you see and remove this folder on iCloud.com?

Proving it is a leftover element from the original app. Apple didn't create the folder.
A proper uninstall of that app should have removed this remnant. Somewhere in your Windows registry are the specs for this folder and iCloud for Windows dutifully recreates it each time..

If I remove Icloud Drive the folder INSIDE ICLOUD DRIVE disappears, if I re-install Icloud Drive, the folder re-appears.
The folder has nothing to do with Windows. It was not created in Windows. It was not created by Windows. Stop suggesting it's anyone else's fault than whoever made ICLOUD DRIVE!
The folder has an app icon in it, exactly like Numbers, or Pages, or Twitteriffic or any other app that is able to store data on iCloud Drive.
The folder is not visible on iCloud.com or the iPad as I already mentioned.

At some point I uninstalled the app by deleting it off my iPad.
Now it for some ungodly reason it STILL appears on iCloud Drive, but it's only visible on Windows PCs.

How does does Microsoft magically manage to insert code in iCloud Drive via a 3rd party app developer and also infiltrate my personal account, that I only recently began using and paying for?
That's some deep conspiracy stuff you are peddling there.
And regardless of where that folder comes from, why doesn't Apple let me delete it?
iCloud Drive isn't Apple developed? Ok...
I'm not about to go and ask a developer whose app I briefly used YEARS ago why I can't delete a stray folder from iCloud Drive.
