Why did Apple delete ICloud Music Library backup on my IPhone and brand new IPad Pro? I have purchased music for over 15 years and I was told that unless I subscribe to Apple Music, I can't backup my music in the cloud anymore. Why?????????

An iCloud Music Library, which is only available with a paid Apple Music or iTunes Match subscription, is not considered a backup for your music library.
Although your entire music library, including CD based and iTunes purchased music gets uploaded to your iCloud Music Library, that is for streaming purposes only, not as a form of backup.
