Apps continuously reload

My apps are always reloading. Constantly losing my place in safari, pinterest, chrome, and any shopping app (cart empties). Background app refresh is OFF. Anyone have this issue/ resolved this issue? this is an Iphone XR and everything is completely up to date, running the most current software.
